City Management for Leipzig - Functions and Tasks

Retail, gastronomy, hospitality, the arts and culture scene, residents, and property owners: they all develop new ideas for Leipzig’s city center every day. City Management helps turn these ideas into reality. We act as a point of contact and as a link to the city administration and local politics.

We promote exchange and knowledge transfer, including with Leipzig’s commercial street management. We maintain an active stakeholder network and take on performance monitoring.

Downtown development only works when we work together. This is the only way to create the diversity and multifunctionality that make Leipzig’s city center even more attractive and future-ready. Do you have a new idea for a project, a concept, or an initial question? Let’s get in touch—directly, easily, and preferably as soon as possible!

Information about the federal program “Sustainable Inner Cities and Town Centers”
---------------------------------------------------------------------------------

Like other urban areas, our city centre and many of our district centres are also facing structural challenges. Increasingly, business activities are being carried out digitally. The effects of the coronavirus pandemic have led to changed social behaviour among residents and visitors. The needs of modern cities have shifted. In the future, short distances, high-quality public spaces, and a mix of commercial and alternative offerings for leisure and work will be essential.

The City of Leipzig sees this transformation as an opportunity for a fresh strategic direction. With funding of 6.1 million euros from the federal programme "Sustainable Inner Cities and Centres", twenty-two pioneering municipal projects are set to revitalise Leipzig by August 2025. These projects will promote civic engagement in the neighbourhoods and create space for creativity. With every new idea and impulse, Leipzig continues to grow – into a vibrant, dynamic, and future-ready city prepared for all challenges.

### News and updates on the projects

Moving more toward the future.

**The updated, expanded centre report**

More multifunctional and more resilient – this is how Leipzig’s district centres are to be prepared for the future. What is needed first: a detailed and, above all, up-to-date view of the current situation. The implementation lies in the hands of the City Planning Office. After extensive preparations, a planning agency has been working on the project since April 2023. In late autumn, the time will come: a concrete concept is to be available.

The best ideas for Leipzig’s surroundings.

**The urban space concept expanded city center**

For a growing city like Leipzig, the Promenadenring offers huge opportunities: Around the city center, these extensive areas are to be designed to be healthier, more sustainable, and more efficient – environmentally friendly mobility meets new quality of life. Clearly, the Traffic and Civil Engineering Office must face real challenges to even initiate the planning competition: Many people bring at least as many interests to the table – it's a marathon, not a sprint. But the effort is worth it!

Administrative buildings? Rethink them!

**The model citizens' office and the model office space**

What should the administrative building of the future look like? Future-proof, citizen-oriented, and employee-friendly! How well this can work with existing buildings is shown by two exemplary pilot spaces. The insights (and resulting optimisations) flow directly into modernisation measures and strategies for future-proof working environments. The next step is a feasibility study for the New City Hall: New Work and digitalisation meet a listed building.

Good for the second round.

**The implementation concept for the “Second Love” department store**

Where to and how exactly? These are the two key questions posed by an externally developed implementation concept. In addition to questions about the actual use, it also addresses economic viability – and, not least, the next concrete steps toward a “Secondlife Department Store” for Leipzig. Alongside possible locations, workshops and information events explored ideas for the product range and the retail space to be used. Finding such a space is currently the biggest challenge – the search for suitable real estate is still ongoing.

More momentum, more dialogue.

**The realignment and expansion of (city) center management**

At the beginning of 2023, the new city management was launched within Leipzig Tourismus und Marketing GmbH (LTM). Its focus: the core areas of the city center, Georg-Schumann-Straße, and the Mockau district center. As a moderator, mediator, and source of inspiration, city management primarily aims to build bridges: specialist departments, associations, institutions, and industry representatives are to be even better connected, and inner-city stakeholders receive concrete support. Close cooperation is maintained with economic development on the implementation of the discretionary fund. City management also takes on the important task of evaluating frequency analyses and studies.

Strengthening local strengths.

**The Georg-Schumann-Straße Artery – Consolidating Local Structures**

Leipzig’s longest street offers countless opportunities – especially through the cooperation of its residents. To strengthen this collaboration, a dedicated information centre was created and is operated by the Georg-Schumann-Straße Support Association: a place for joint action, a base for participation formats, an anchor point for events – and for everyone who wants to make this arterial road more liveable with energy and commitment. In the long term, a commercial street management system is also planned.

Improving with purpose.

**Mockau – strengthening the local economy**

This project in Mockau – a key focus of integrated Urban Development – brings together many different aspects. By the end of 2023, a business network is to be established and management for the local economy put in place. The goal is to provide support, offer advice, and develop concrete ideas for the local economy. The tasks also include vacancy management and the necessary public relations work. The core areas of vacancy management and the business network are expected to be in place by the end of 2023. At the same time, the first participation processes and activities are planned to take place by then.

The triple comeback.

**Reusable dishware system for takeaway restaurants in Leipzig**

This project, implemented by the German Federation for the Environment and Nature Conservation (B.U.N.D.), addresses three different target groups at once. In the city center, franchise and chain businesses mainly serve customers from outside the area, often tourists. Georg-Schumann-Straße, on the other hand, brings together a wide range of vendors, with customers mostly coming from the neighborhood. Mockau, in contrast, has little commerce and few restaurants. Public relations and communication with the foodservice sector therefore need to be tailored accordingly—just like the reusable options themselves. Information events, surveys of restaurant operators, and incentives for good examples of implementation help turn the obligation to offer reusable options into practical action.

### Overview of the projects

- Urban space concept for the extended city center: How will we shape the Promenadenring of tomorrow? The Promenadenring plays an important role for Leipzig. It has shaped the city since the Middle Ages. It was the venue of the Peaceful Revolution, and it is Germany's oldest urban landscape park. Even in the 21st century, it remains a central place for Leipzig. It is more than just a road that takes you from A to B. The Promenadenring of tomorrow brings together many different needs. It offers open spaces for activities and recreation. It radiates into the surrounding areas. And it shapes our paths into the future.
- Study on the future of Leipzig’s district centers: What impact do the COVID-19 pandemic and online retail have on our city?Leipzig has nine district centers. They are diverse and have developed remarkably in recent years. However, the COVID-19 pandemic and online retail have affected this development. Therefore, the city’s previous development goals for the district centers must be reviewed. The study explores the following questions: What comes after retail? What profile should our (district) centers have in the future? And how does the city center relate to them? Can the recommendations of the developed action plan continue to be pursued?
- Turning old into new: How does the “Second-Life Department Store” aim to promote the circular economy while bringing people together?Promoting sustainability and revitalising vacant retail space – these are the two pillars on which the idea for a zero-waste department store is built. Possible usage concepts are currently being developed under the direction of the municipal Stadtreinigung Leipzig. One thing is certain: this department store is intended to give circular economy a real boost. The sale of refurbished and repaired products, for example those coming from the recycling centres of Stadtreinigung Leipzig, is a conceivable option. This conserves resources and adds value to goods. Brought together under one roof, craftspeople, artists, designers and retailers work alongside associations and organisations. Customers will find more than just recycled products: practical services as well as advisory, cultural and educational offerings will also be available. Together with residents, cultural providers and businesses, Leipzig aims to raise awareness in the department store around the themes “Reduce, Repair, Rethink”. With this department store, Leipzig is also pursuing an important goal adopted by the city council: Leipzig wants to become a “Zero Waste City” and strategically reduce waste. Stadtreinigung is currently developing the concept, and implementation is planned for 2024.
- Opening City Hall and pilot area: Is a modern, citizen-oriented city hall with innovative and sustainable working environments feasible?A feasibility study will examine new working environments for the city administration with a modern, innovative office landscape on a pilot site. This is intended to increase the attractiveness of administrative locations in the city center. Side effect: unused inner-city areas come back to life.
- Education Campus Adult Education Center/Music School: What potential does the planned new building at Willhelm-Leuschner-Platz offer? It needs to be clarified what impact the planned education campus on the southern edge of the city center may have. This involves examining whether a detailed analysis is necessary for all individual factors. In addition, answers are sought to the following questions: What will the level of utilisation be? Will regular events make the location more attractive, and can new opportunities for interaction emerge? The results of the potential analysis will serve as a basis for further planning with regard to the specific construction measures.
- Mobile senior support – “Centers for All”: How can best agers be better reached and supported? The changing age structure in individual district centers such as Mockau and Georg-Schumann-Straße requires new forms of information and counselling for senior citizens. To address this, a mobile counselling service is planned. A suitable vehicle must be rented. Furthermore, a person or organisation is needed that can provide flexible and appropriate on-site advice and concrete support to older residents.
- Safeguarding local structures along Georg-Schumann-Straße: How can a local association promote cooperation and unite interests?A local association is expected to operate the Info Center at Georg-Schumann-Straße 126 as a cooperation partner in the future. A commercial street management team will be deployed to bring together the interests of business owners and property owners, tenants, and civil society actors. Such cooperation will help prevent vacancies, expand cultural offerings, and strengthen local retail and service providers. In addition, a digital networking and self-help system will be created. The Info Center is intended to become a place of diversity and serve as a meeting point and workspace for volunteers. In this way, a new anchor point for the urban community can emerge.
- Mockau – Strengthening the local economy: Which tools and methods support the visibility and attractiveness of the district in the north of Leipzig? The city wants to enhance the attractiveness of Mockau and bring new life to the district. To achieve this, it supports dialogue between local businesses and new ideas. Individual usage concepts are intended to fill vacant spaces and increase the variety of offerings. Comprehensive ideas and image campaigns are needed to upgrade the district.
- “Allerlei to go – Leipzig enjoys sustainably”: How can reusable options be established in Leipzig’s restaurant industry?Waste should be reduced in all areas of life. To support this, the amended Packaging Act, which affects the food service industry, came into effect on January 1, 2023. The legislation requires restaurants and food retailers above a certain size to offer their customers reusable dishes for takeout. Smaller businesses are required to fill customer-provided containers upon request.

With the project **“Allerlei to go”**, Stadtreinigung Leipzig and the BUND Regional Group Leipzig offer consultations for restaurant owners, cafeteria operators, or retailers in the city. **You can contact Mirko Schimmelschmidt (BUND Leipzig) with your questions on Mondays and Wednesdays from 9 a.m. to 12 p.m. at 0151 56806972.**

The project aims to establish more reusable options together with partners. A competition will reward special commitment and new ideas. The goal is to show everyone: each individual can contribute to reducing packaging waste in the form of single-use cups and boxes.
- leipzig 04\_Showcase for Culture and Local Activities: How can a new dialogue emerge in a vacant retail space?Leipzig’s city centre has many busy shopping streets. But there are also areas where more needs to happen again, for example in the southern part of the inner city. Since Karstadt left, new offerings have been sought here.

culture and local initiatives are meant to enter into dialogue and use the space together. This brings together offerings from the Leipzig online marketplace “locally happy” and Leipzig’s cultural institutions. Readings and exhibitions are planned, while local products will also be presented. The important thing is the opportunity to create experiences, but also to be open to networking, event, and presentation formats that offer an experimental space for art, culture, and regional products.

In April 2023, the concept store “leipzig 04\_ Showcase for Culture and Local Products” opened in the Petersbogen.
- Calisthenics and streetball: How can ball sports and outdoor sports take the attractiveness of the city centre to a new level?Outdoor sports are trending and need new momentum, especially after the restrictions caused by the coronavirus pandemic. To provide more opportunities, two new freely accessible sports facilities are planned. With a streetball court and a street workout area, not only body and mind but also neighbourhoods will be revitalised, and dull urban spaces will be put to good use for sport and movement.
- Redevelopment of Salzgässchen with urban trees: How can places in the city centre respond sustainably to climate change?Salzgässchen is being redesigned to be climate-friendly and adapted to the impacts of climate change in the highly dense and paved city centre. This will create a place that can be visited without restriction even on hot summer days. The planting of trees, the construction of a play area, and additional seating will improve the quality of stay.
- Revitalising the rear side of the opera house/Schwanenteich: How can a sensitive area in the city centre be made attractive for the public? The Schwanenteich area at the back of the opera house is to be redesigned in accordance with landscape protection requirements to create a publicly accessible space with attractive features. To achieve this, a competition for urban and landscape architecture will be announced. In the long term, new planting, playgrounds, and catering options are intended to make the small park more appealing. On the roof of the former opera casino, development will create a public space with a gastronomic offer.
- Museum Courtyard M² plus: How can an inviting place for art and community be created?Between the busy shopping streets in the city center and the Museum of Fine Arts lies a kind of “buffer zone”: the courtyard between the museum and the corner buildings. The city now wants to use parts of this area for one year for installations, performances, or productions. The inviting space is intended to create a bridge between the street and the museum. A two-stage competition for the concept is currently underway. They are looking for ideas that bring people together, inspire them, and are open to everyone. This way, the M2plus block will open up to the city and come to life.
- UNESCO World Day: What creative scope is there for culture in the city centre and district centres? On 22 May, the Department of Culture invites municipal and independent cultural actors to discuss the current challenges facing the urban community and to help develop solutions. The aim of the format is also to promote mutual understanding between the city administration and cultural actors. Conflicting goals are reduced, and recognition and appreciation are encouraged. Cooperation within the urban community is essential to bring about lasting change. This dialogue format is committed to supporting that.
- International Days of City Partnerships: How can Leipzig’s city partnership work be made tangible for everyone in the city centre? The cooperation between partner cities is diverse and varied. Across borders, people come together. They meet and support each other. They work together on solutions, learn from one another, or advocate for shared interests.

    Leipzig has 15 city partnerships, two district partnerships, cooperation partnerships, and many other contacts around the world. The “International Days of City Partnerships” make this diversity accessible to everyone. Public formats such as concerts, outdoor exhibitions, educational, creative, and informational offerings, as well as traditional cuisine from the partner cities, contribute to this.&60;

In week-long event formats in 2023 and 2025, Burgplatz at the New City Hall will be brought to life as a gateway to the city centre. It is intended to become a special attraction for children and families. Right in the heart of the city, Leipzig’s international character becomes visible and tangible in public spaces.

- City-centre tourism and innovative value chains: What will make Leipzig even more appealing to residents and tourists? The Leipzig city centre is intended to become more attractive for residents and tourists. To achieve this, new digital and analogue experiences are being created.

The project "Leipzig loves Regional" focuses on food and artisan craftsmanship. Products "Made in Leipzig" are being promoted through various media channels.

The "Explore Leipzig" app offers locals and tourists interactive city tours with plenty of information and visual impressions. It will be available in app stores at the end of June 2023.

The aim of the projects is to enhance the visitor experience and increase the length of stay of guests.

The City Fund

### What is the City Fund?

Do you have an exciting idea and need our support? The City Fund is another project within the funding program “Sustainable Inner Cities and Town Centers.”

Meeting up, feeling comfortable, experiencing things, eating, shopping, and strolling – the city must invite you to do all this. But online retail is putting pressure on local shops and businesses. The effects of the pandemic are visible: public meeting places are visited less often, shops are standing empty. The city needs to rethink. Smart ideas are needed if the inner city and town centers are to remain attractive to tourists, locals, and investors alike.

Residents of Leipzig and companies are invited to get creative: pop-up stores, events, or civic engagement – anything is possible. If an independent jury approves the projects, they can receive support from the City Fund for implementation.

The fund covers up to 80 percent of a project’s costs. Applicants must contribute the remaining 20 percent themselves. Around one million euros are available in the funding pool, and the money can be allocated through 2025. If you have project ideas, feel free to contact us.

We look forward to your ideas and to hearing from you via email at r.spanke@ltm-leipzig.de or .

And all of you want a true educational revolution: against old patterns and for new realities. You share the goal of Quality Education with UNESCO. And with the RealLabor, you now have a central contact point for this new beginning.

Suebidou: Something special for the little ones!

With Suebidou, a small and charming specialty shop for children's products has been created. Right in the middle of Karl-Liebknecht-Straße, with a clear focus: items made with lots of heart, attention to detail, and a sense for the special. Here, parents, grandparents, and anyone wanting to surprise babies, toddlers, and children will also find many local and regional products. Personal advice, a carefully selected range, and an alternative to fast fashion – that can only be good for Leipzig’s economy!

Street Theatre Days: Culture for everyone!

Three days full of theatre, acrobatics, puppetry, improvisation, pantomime, animation, magic, dance, and artistry: all right in the city center, all for everyone. Voilà, dear Georg-Schumann-Straße, that’s how it’s done!

Moving ideas: TicToys.

TicToys stands for “New Toy Culture” – and there’s something to it: For 13 years, the products developed (and also produced) locally in Leipzig have been getting children and adults moving. The minimalist design of the toys made from natural materials reflects a great deal of work and innovative strength. During the Christmas season, there’s a pop-up store right in the heart of Leipzig!

After two years of pandemic-related interruption and then a somewhat tentative return, the renowned festival for francophile cinema fans is now picking up speed again. To attract even more attention, Passage Kinos is teaming up with Schaubühne Lindenfels: this way, the French-speaking community can be reached even better!

What’s cooking: The Pancake Olympics

Enjoy your meal — and just as much entertainment: The first Pancake Olympics took place at the Leipzig Market Days 2023. The disciplines? Tossing, flipping — and skill. The starting conditions? Everyone works with the same batter and at the same stove (you may bring your own pan). The special twist? Fillings and decorations are provided by the participants — who, in this rare case, include both amateurs and professionals.

Pop-up store: From here and right in the middle.

4 weeks, 1 pop-up store, all local: In a prime downtown location and during the pre-Christmas season, you’ll find handcrafted items from small manufactories and workshops. That’s a move: In its new home, the Museum of Fine Arts Leipzig, there are great opportunities for the (art) bookstore MZIN. For example, thanks to an additional tourist audience eager to discover local and regional works. Ten events in five months focus on book art, design and pop culture. Attractive, interactive, right in the middle of it all.

**The City Fund makes it possible to finance, among other things**

- seating options
- seating and exhibition modules
- expansion options for book presentations

Leipzig Future Day: Join in tomorrow!

How can we make the city of the future climate-friendly and livable? On the way there, we can all do something – now, in concrete ways, in our daily lives, simply through changes in behavior. Leipzig is taking action: together, as an active urban community. The Leipzig Future Day offers plenty of inspiration for exactly that.

**The City Fund enables, among other things:**

- (Partial) financing, for example for preliminary information, workshops, and necessary materials for individual activities

In the shadow of the pentagon: 1–0 for the women.

“In the Shadow of the Pentagon” shows that women’s football and fan culture are far from being merely extra time to men’s football. On display are: national stories and regional narratives from East and West, a lot of yesterday, a lot of today. With the first Leipzig women’s team, founded in 1969 at BSG Chemie Leipzig, at the center.

**The City Fund makes it possible, among other things:**

- Funding the exhibition and event program, especially fees, venue and equipment rental, public relations, workshops, panels, and readings.
