City Management for Leipzig - Functions and Tasks

Retail, gastronomy, hospitality, the arts and culture scene, residents, and property owners: they all develop new ideas for Leipzig’s city center every day. City Management helps turn these ideas into reality. We act as a point of contact and as a link to the city administration and local politics.

We promote exchange and knowledge transfer, including with Leipzig’s commercial street management. We maintain an active stakeholder network and take on performance monitoring.

Downtown development only works when we work together. This is the only way to create the diversity and multifunctionality that make Leipzig’s city center even more attractive and future-ready. Information about the federal program “Sustainable Inner Cities and Town Centers”

Like other urban areas, our city centre and many of our district centres are also facing structural challenges. Increasingly, business activities are being carried out digitally. The effects of the coronavirus pandemic have led to changed social behaviour among residents and visitors. The needs of modern cities have shifted. In the future, short distances, high-quality public spaces, and a mix of commercial and alternative offerings for leisure and work will be essential.

The City of Leipzig sees this transformation as an opportunity for a fresh strategic direction. With funding of 6.1 million euros from the federal programme "Sustainable Inner Cities and Centres", twenty-two pioneering municipal projects are set to revitalise Leipzig by August 2025. These projects will promote civic engagement in the neighbourhoods and create space for creativity. With every new idea and impulse, Leipzig continues to grow – into a vibrant, dynamic, and future-ready city prepared for all challenges.

Moving more toward the future.

The updated, expanded centre report

More multifunctional and more resilient – this is how Leipzig’s district centres are to be prepared for the future. What is needed first: a detailed and, above all, up-to-date view of the current situation. The implementation lies in the hands of the City Planning Office. After extensive preparations, a planning agency has been working on the project since April 2023. In late autumn, the time will come: a concrete concept is to be available.

The urban space concept expanded city center

For a growing city like Leipzig, the Promenadenring offers huge opportunities: Around the city center, these extensive areas are to be designed to be healthier, more sustainable, and more efficient – environmentally friendly mobility meets new quality of life. Clearly, the Traffic and Civil Engineering Office must face real challenges to even initiate the planning competition: Many people bring at least as many interests to the table – it's a marathon, not a sprint. But the effort is worth it!

Administrative buildings? Rethink them!

The model citizens' office and the model office space

What should the administrative building of the future look like? Future-proof, citizen-oriented, and employee-friendly! How well this can work with existing buildings is shown by two exemplary pilot spaces. The insights (and resulting optimisations) flow directly into modernisation measures and strategies for future-proof working environments. The next step is a feasibility study for the New City Hall: New Work and digitalisation meet a listed building.

Good for the second round.

The implementation concept for the “Second Love” department store

Where to and how exactly? These are the two key questions posed by an externally developed implementation concept. In addition to questions about the actual use, it also addresses economic viability – and, not least, the next concrete steps toward a “Secondlife Department Store” for Leipzig. Alongside possible locations, workshops and information events explored ideas for the product range and the retail space to be used. Finding such a space is currently the biggest challenge – the search for suitable real estate is still ongoing.

More momentum, more dialogue.

The realignment and expansion of (city) center management

At the beginning of 2023, the new city management was launched within Leipzig Tourismus und Marketing GmbH (LTM). Its focus: the core areas of the city center, Georg-Schumann-Straße, and the Mockau district center. As a moderator, mediator, and source of inspiration, city management primarily aims to build bridges: specialist departments, associations, institutions, and industry representatives are to be even better connected, and inner-city stakeholders receive concrete support. Close cooperation is maintained with economic development on the implementation of the discretionary fund. City management also takes on the important task of evaluating frequency analyses and studies.

Strengthening local strengths.

The Georg-Schumann-Straße Artery – Consolidating Local Structures

Leipzig’s longest street offers countless opportunities – especially through the cooperation of its residents. To strengthen this collaboration, a dedicated information centre was created and is operated by the Georg-Schumann-Straße Support Association: a place for joint action, a base for participation formats, an anchor point for events – and for everyone who wants to make this arterial road more liveable with energy and commitment. In the long term, a commercial street management system is also planned.

Mockau – strengthening the local economy

This project in Mockau – a key focus of integrated Urban Development – brings together many different aspects. By the end of 2023, a business network is to be established and management for the local economy put in place. The goal is to provide support, offer advice, and develop concrete ideas for the local economy. The tasks also include vacancy management and the necessary public relations work. The core areas of vacancy management and the business network are expected to be in place by the end of 2023. At the same time, the first participation processes and activities are planned to take place by then.

The triple comeback.

Reusable dishware system for takeaway restaurants in Leipzig

This project, implemented by the German Federation for the Environment and Nature Conservation (B.U.N.D.), addresses three different target groups at once. In the city center, franchise and chain businesses mainly serve customers from outside the area, often tourists. Georg-Schumann-Straße, on the other hand, brings together a wide range of vendors, with customers mostly coming from the neighborhood. Mockau, in contrast, has little commerce and few restaurants. Public relations and communication with the foodservice sector therefore need to be tailored accordingly—just like the reusable options themselves. Information events, surveys of restaurant operators, and incentives for good examples of implementation help turn the obligation to offer reusable options into practical action.

What is the City Fund?

Do you have an exciting idea and need our support? The City Fund is another project within the funding program “Sustainable Inner Cities and Town Centers.”

Meeting up, feeling comfortable, experiencing things, eating, shopping, and strolling – the city must invite you to do all this. But online retail is putting pressure on local shops and businesses. The effects of the pandemic are visible: public meeting places are visited less often, shops are standing empty. The city needs to rethink. Smart ideas are needed if the inner city and town centers are to remain attractive to tourists, locals, and investors alike.

Residents of Leipzig and companies are invited to get creative: pop-up stores, events, or civic engagement – anything is possible. If an independent jury approves the projects, they can receive support from the City Fund for implementation.

The fund covers up to 80 percent of a project’s costs. Applicants must contribute the remaining 20 percent themselves. Around one million euros are available in the funding pool, and the money can be allocated through 2025. If you have project ideas, feel free to contact us.

Concerts at the Bach Monument: Discover more!

Best inner-city location, finest musical selection: since 1979, the concerts at the Bach Monument have been delighting their loyal audience. Every Monday in July and August, the famous Thomaskirchhof becomes an evening stage – for people from Leipzig as well as international artists and orchestras. The modernised programme is now intended to reach a younger tourist and local audience.

Suebidou: Something special for the little ones!

With Suebidou, a small and charming specialty shop for children's products has been created. Right in the middle of Karl-Liebknecht-Straße, with a clear focus: items made with lots of heart, attention to detail, and a sense for the special. Here, parents, grandparents, and anyone wanting to surprise babies, toddlers, and children will also find many local and regional products. Personal advice, a carefully selected range, and an alternative to fast fashion – that can only be good for Leipzig’s economy!

Street Theatre Days: Culture for everyone!

Three days full of theatre, acrobatics, puppetry, improvisation, pantomime, animation, magic, dance, and artistry: all right in the city center, all for everyone. The Leipzig Street Theatre Days come directly to the people – low-threshold, surprising, and full of playfulness. A great offering, even for those who normally don’t have much to do with culture, are “just shopping,” or strolling through the city on a visit!

A nicer neighbourhood: Le Caphe and Patisserie Hart & Herzlich

The idea: spruce up the outdoor areas of two neighbouring food-service businesses! With stylish, durable seating for everyone. For customers, breastfeeding mothers, older people, and people with disabilities – regardless of opening hours. Add climate-friendly greenery and sun protection. Voilà, dear Georg-Schumann-Straße, that’s how it’s done!

Moving ideas: TicToys.

TicToys stands for “New Toy Culture” – and there’s something to it: For 13 years, the products developed (and also produced) locally in Leipzig have been getting children and adults moving. The minimalist design of the toys made from natural materials reflects a great deal of work and innovative strength. During the Christmas season, there’s a pop-up store right in the heart of Leipzig!

Bonjour, quality! 28th French Film Days

After two years of pandemic-related interruption and then a somewhat tentative return, the renowned festival for francophile cinema fans is now picking up speed again. To attract even more attention, Passage Kinos is teaming up with Schaubühne Lindenfels: this way, the French-speaking community can be reached even better!

What’s cooking: The Pancake Olympics

Enjoy your meal — and just as much entertainment: The first Pancake Olympics took place at the Leipzig Market Days 2023. The disciplines? Tossing, flipping — and skill. The starting conditions? Everyone works with the same batter and at the same stove (you may bring your own pan). The special twist? Fillings and decorations are provided by the participants — who, in this rare case, include both amateurs and professionals.

Pop-up store: From here and right in the middle.

4 weeks, 1 pop-up store, all local: In a prime downtown location and during the pre-Christmas season, you’ll find handcrafted items from small manufactories and workshops. Stylish rental furniture creates a pleasant shopping atmosphere, and everything is professional and cohesive. For plenty of foot traffic and eager shoppers. And for more variety in the city center!

The City Fund enables, among other things:

MZIN: 1 new location, 10 events.

That’s a move: In its new home, the Museum of Fine Arts Leipzig, there are great opportunities for the (art) bookstore MZIN. For example, thanks to an additional tourist audience eager to discover local and regional works. Ten events in five months focus on book art, design and pop culture. Attractive, interactive, right in the middle of it all.

Leipzig Future Day: Join in tomorrow!

How can we make the city of the future climate-friendly and livable? On the way there, we can all do something – now, in concrete ways, in our daily lives, simply through changes in behavior. Leipzig is taking action: together, as an active urban community. The Leipzig Future Day offers plenty of inspiration for exactly that.

The City Fund enables, among other things:

  • (Partial) financing, for example for preliminary information, workshops, and necessary materials for individual activities

In the shadow of the pentagon: 1–0 for the women.

“In the Shadow of the Pentagon” shows that women’s football and fan culture are far from being merely extra time to men’s football. On display are: national stories and regional narratives from East and West, a lot of yesterday, a lot of today. With the first Leipzig women’s team, founded in 1969 at BSG Chemie Leipzig, at the center.

The City Fund makes it possible, among other things:

  • Funding the exhibition and event program, especially fees, venue and equipment rental, public relations, workshops, panels, and readings.

The Cockpit Collective: Speaking with history.

“Why did something happen?” “And what would you do today?” The Schaubühne Lindenfels – a renowned theatre and cultural venue of the independent arts scene – enables dialogue with historical figures through the “Cockpit Collective.” Old phone booths equipped with modern video telephony connect visitors with 8 actors. They portray people who have shaped Leipzig, in some cases up to the present day. A fascinating link between yesterday, today, and tomorrow.

The City Fund enables, among other things

  • in part, fees for actors, actresses, technicians, and female technicians
  • costs for technical equipment and its transport
  • costs for promotional material

Fête de la Musique: Vive la musique!

The Fêtes de la Musique are a French institution – long established in Leipzig as well. Every year at the beginning of summer, the city becomes a stage where people celebrate, dance, and laugh everywhere. New in 2023: On the “City Partnership Stage,” you can enjoy music from Thessaloniki, Lyon, Kyiv, Krakow, and Brno – right in the heart of the newly revitalized Burgplatz. Alors, en danse!

  • multilingual moderation
